"What people are replacing are things they need to replace," explains Steve Kirn, executive director of the University of Florida's David F. Miller Center for Retailing Education and Research. That collective frugal mind-set is being reinforced by the uncertainty of whether the U.S. will raise the debt ceiling, Kirn said.
